David Phillips

David Phillips - President and CEO

In addition to serving as President and Chief Executive Officer, David Phillips founded, co-owns and operates Central Texas EMS. He is responsible for overall corporate strategy, market and business development, supervision of company managers and general operations.

For 15 years prior to founding Central Texas EMS, Phillips served in management or executive positions with sizable EMS agencies. These included EMS Manager for the City of Beaumont, Director of Medical Control for Metrocrest Medical Services in Dallas, and more recently Director of Pre-hospital Services at Scott & White, which included the EMS operations and the STAT Air Program. His career path was determined at the young age of 16 when he became a volunteer firefighter. It was then that he discovered his passion for emergency medical services and began his life-long commitment to "making a difference". Phillips has nearly 30 years experience in the emergency medical field as paramedic and EMS administrator.

Phillips holds a Bachelor's Degree in Education, and has completed additional undergraduate and graduate courses in finance, public administration and emergency management. He has served on the State of Texas' Air Medical Advisory Committee, which develops the rules and regulations for air medical operations in Texas. Phillips teaches at Temple College and serves on the school board for Grace Episcopal Preschool in Georgetown, where he and his family reside.

Reese

Aaron Reese - Vice President and CFO

As Vice-President and Chief Financial Officer, Aaron Reese is responsible for all financial operations and planning, as well as the establishment and implementation of human resource policies and procedures. He is also co-owner of Central Texas EMS and assists with overall company strategy.

Reese has nine years experience in the banking and financial service industries. After five years at community bank in Temple where he originated and managed a $47MM loan portfolio, Reese pursued entrepreneurial interests and served as Vice President and CFO of a software services company in Round Rock

He holds a B.S. in Economics with a minor in Business from Texas A&M University and completed his MBA at Baylor University. He holds a Property and Casualty Insurance license in the state of Texas and a Series 6/63 NASD securities license.

Reese is a member of the Temple Chamber of Commerce and a 2005 graduate of their Leadership Temple program. He is a past President of the Temple Habitat for Humanity and co-founded the Habitat ReStore. He is also on the Eagle Scout National Registry.

Ingraham

Mike Ingraham, NREMTP, CCP, Director of Operations

As Director of Operations, Mike Ingraham is responsible for all staffing and scheduling operations as well vehicle management. He joined Central Texas EMS as Field Supervisor when the company was established in 2006.

Prior to that, he served as EMS District Supervisor in Temple and was a member of the Scott & White Critical Care Transport Team. He also worked as regional investigator for the Texas Department of Health EMS, which regulates EMS agencies.

Ingraham is certified as a National Registered EMT-Paramedic and is a licensed Paramedic in Texas He began his career as a firefighter/ambulance attendant in 1972. Subsequently he served as a Killeen police officer and Bell County deputy sheriff. Throughout his law enforcement service, he maintained his EMS certification and continued to serve as a volunteer fireman.

He holds an Associates Degree in Applied Science from Central Texas College and still remains affiliated with them as an adjunct instructor in their EMS training program. Ingraham is an active member of the Central Texas Trauma Regional Advisory Council and the EMS Operations Committee, which helps to coordinate emergency and trauma care in the Temple region. He and his wife are long-term residents of Bell County.

Lowery

Sean Lowrey, Communications/Utilization Manager

Sean Lowrey is responsible for oversight of all dispatch functions and staff, including implementation of policies and procedures. He also manages billing and utilization procedures.

Lowrey joined Central Texas EMS when the company began operations in 2006. His background is concentrated in emergency communications as well as reimbursement and resource management. Sean is an Advanced Emergency Medical Dispatcher with more than 13 years of experience in the public safety field including law enforcement, fire service and EMS.

Passionate about community involvement, Lowrey is an active fundraiser and supports a variety of organizations, including the Central Texas chapter of the American Foundation for Suicide Prevention, Susan G. Komen for the Cure, the Livestrong Foundation, and the Hill Country Ride for AIDS. He and his partner live in Harker Heights and both are long-time residents of the Central Texas community.

McManus

Laura McManus, LBSW - Director of Business Development

As Director of Business Development, Laura McManus is responsible for management of the business development team, including product and service development, marketing, community relations and customer support.

McManus holds a bachelor's degree in social work and is a licensed social worker with 20 years experience - 17 of those in the greater Austin area - working in the medical/geriatric field including hospital, nursing home and homecare settings. Joining Central Texas EMS in 2009, she combines her devotion to quality senior healthcare with her love of emergency services.

McManus served on the board of Faith in Action Caregivers in Round Rock from 2006-2007 and continues to coordinate their annual summer fundraiser. She is a 2004 graduate of Leadership Round Rock, which involved increasing leadership skills and knowledge about Round Rock's and Williamson County's government, business, and non-profit services. She founded and coordinates the Williamson County Health Resource monthly meeting and serves on the Austin Case Management Association's (ACMA) Education Committee. She and her husband live in Round Rock and both are volunteers for the Round Rock Police Department.
